The Control of Asbestos at Work Regulations 2002 came into force on 21st May 2004. The main thrust of the regulations is to protect all who are liable to be exposed to asbestos, including those in the building and allied trades.
Regulation 4 requires Duty Holders to:
- identify any Asbestos Containing Materials (- presume that materials contain asbestos unless there is strong evidence that they do not;
- keep up to date records of the location and condition of the ACMs or presumed
- prepare a detailed plan of how the risk of the ACMs or presumed
- periodically review and monitor the management plan and the steps targeted at implementing the plan;
- provide information on the location and condition of the material to anyone likely to work on or disturb the

Asbestos, however, has been used in many other materials. If in doubt, and unless you have strong evidence to the contrary, you should presume that the material contains asbestos.
Some material clearly does not contain asbestos - glass, solid wooden doors, floorboards, bricks and stone.
